IRB-IDO Cases

The Independent Review Board ("IRB") and its predecessor, the Independent Administrator ("IA"), were established pursuant to the Consent Decree entered into between the United States Government and the International Brotherhood of Teamsters ("IBT") in 1989 in the case entitled United States v. IBT, 88 Civ. 4486 (SDNY).

The Consent Decree was supervised by the United States District Court for the Southern District of New York.

In 2015, the Consent Decree was replaced by the Final Order, which provides among other things for the dismissal of United States v. IBT, 88 Civ. 4486 (SDNY).

Under the terms of the Final Order, the IRB was replaced by two Independent Disciplinary Officers (IDO,) the Independent Investigations Officer (IIO) and the Independent Review Officer (IRO.) The Final Order provides for continued jurisdiction over its enforcement with the United States District Court for the Southern District of New York.
